My intuition is that if X is drawn before Y then X will be under Y. However, my code seems to always draw things drawn by D2D under things drawn by D3D11. This happens regardless of whether I'm using a depth buffer or not. Why is it doing this and how can I make D2D draw over D3D11 so that I can use D2D to create a GUI overlay?

If you want to control the draw order, then you shouldn't be drawing both at the same time. Call Draw
, then BeginDraw
/ EndDraw
. Don't mix them as you have no idea when Direct2D is actually flushing commands to the context in your code, and you have no explicit indication of when Direct3D is done drawing to the render target.
You can of course call Direct3D's
Flush
which will force all work on the GPU to complete, but it's horribly inefficient to call it every frame.
