I'm trying to use the NASA population density dataset which comes in an ASCII raster format. I'm trying to convert this file into a list of lat longs that looks like this:
lat, lng, pop_density
33.45, -45.41, 0.22
The ASCII file header says

There's also a file with a .prj extension and it says

I have never worked with a file like this and not sure how to approach this. How can I convert the ascii file into a dataframe with lat longs?
