How to fit Android TextView to full screen without gap on top and without lost text on bottom

I try to upload long text to my application

textView

Any experiments was failed, I can not delete gap on the top and show all text without lose text end on the bottom.

currently I make scrolling

    textView.setText(readTextFile(answerFile));
    String tst = "JAVA IS A TECHNOLOGY OF CHOICE FOR BUILDING APPLICATIONS" ...
    textView.setMovementMethod(new ScrollingMovementMethod());

but try a lot of other variants, but gap still not disappeared. My tab navigation menu defined as

What correct solution?

Solution
    1. Remove paddingTop from the parent ConstraintLayout.
    2. put your fragment above BottomNavigationView.
