I have same problem here and I have read many article about solving this issue but no one works for me. This project is old and I need to upgrade so it can be run today.

I have followed many article about to delete cache in app data, also update the version but no one luck. Any missing here?
I use version of System.Web.Razor 3.0.0.
Based on your conversation, I tested it with an MVC project in ASP.NET Web Application (.NET Framework 4.8) and found that adjusting the Web.config of Views can fix the problem.
Change the name of sectionGroup to system.web.webPages.razor.
Change <system.web.razor> to <system.web.webPages.razor> and set the version of its subtag host to 5.2.9.0.
