Outlook plugin is not visible when open compose

The problem facing is that a plugin is working as expected when reading emails, but it's not visible or functioning when composing new emails. am including the code what i tried .

Issue: When reading emails, the plugin is accessible, but it becomes hidden or non-functional when composing emails. To resolve this,

i want the pluggin for both read and compose
