so far i was using ASCIIChannel to send my ISO messages with jpos library.

As detailed in the comments the OP wants the message length to be sent as two bytes in network byte order. For that, PostChannel does the job.
This modified code should work as a proof of concept, although I would suggest using Q2 to start and configure the channel following the first two jPOS tutorials and the jPOS programmers guide section 5: Channels.
Also, you don't need to set the bitmap field, it is generated by the packager based on the present fields.
