PHP 7.1.22 CLI has stopped working windows server 2008 R2

I'm trying to install a program called 'multicraft' when all the sudden at the end of the installation I get this error I'm using bitnami
please help me

Solution

Bitnami developer here,

Adding reply with the solution from comments: the VCRUNTIME140.dll is part of the Microsoft Visual C++ 2015 Redistributable package. Installing it in your server will fix the issue.
